PMHDC is a nonprofit, mission-driven financial institution, focused on socio-economic development in underserved communities that assists small businesses to achieve prosperity and success. PMHDC's business portfolio consists of microbusiness commercial lending to eligible applicants mainly in Southern Arizona. Our program offers capital lending and supportive services by experienced staff which includes technical assistance, business counseling, and training to start-ups and existing businesses. PMHDC is an intermediary lender for SBA, EDA, and USDA.
PMHDC assists underserved communities through microbusiness lending and technical assistance training.
PMHDC was created in 1975 as an economic development agency to provide affordable house to low-income people and increase access to capital to micro-entrepreneurs in Southern Arizona including the surrounding rural areas and the Sovereign Nations.
In 1996, PMHDC was certified as the first Community Development Financial Institution (CDFI) by the U.S. Department of the Treasury. As a “lender of last resort,” PMHDC was designed to provide micro-loans to microentrepreneurs who do not have traditional sources of credit from conventional means.
Since inception PMHDC has lent out over $40 million in microloans to underserved microenterprises and has built and over 50 units of an affordable apartment complex and several SFR housing for a low-income family, farmworkers, refugee families and the elderly.
We connect our clients with the resources they need to seed innovation and investment to create jobs and generate wealth in economically underserved communities. Our goal is to help support the growth and stability of the small business enterprises that are so important to the health and vitality of our community. We are financing businesses and strengthening communities!
PMHDC’s target market is rural Arizona, with special emphasis on the counties that border Mexico including Santa Cruz, Yuma, and Cochise counties.
The Arizona Border Enterprise Community is an Investment Area delineated by PMHDC as a condition of being certified as a CDFI. This 3-city area is one of the poorest rural regions of the United States. The population of this area is over 90% Hispanic. Although geographically dispersed, these three communities have much in common including severe poverty, unemployment, and other social problems.
The CDFI program secondarily targets approximately 10% of program resources to low-income and minority populations residing in or operating a microenterprise business in the metropolitan areas of the greater Phoenix and Tucson metropolitan regions, as well as Pinal, Graham, and Gila counties. As demand for PMHDC’s services and products becomes known and needed, expansion into all counties of Arizona will occur as will expansion into southern California.
